The Mechanical Facility Engineer provides technical support to operations which is critical to maintain operational functionality in the Pacific Northwest Terminals. Engineering oversight is essential to ensure the safety of operations as well as the long-term reliability of equipment. Support and oversight includes but is not limited to process safety, asset integrity and maintenance activities (HSSE, Process Safety, Management of Change, Damage Prevention, Emergency Response, Project Support, and DOT Compliance) for the facilities and pipelines within a geographic area.

Support achieving Goal Zero via:
  • Performing facility walk-throughs by showing Visible Felt HSSE Leadership.
  • Participation in Safety Meetings as available, safety initiatives, and taking personal responsibility regarding the Life Saving Rules.
  • Supporting the Contractor Safety Initiative in meetings with contractor management, employees and crews for all FE-managed projects.
  • Conducting onsite JSA reviews and tailgate safety meetings with crews for all FE-managed projects.

Provide day-to-day support of operations within the area of responsibility via:
  • MOC, draft and complete MOC that support FE led changes
  • Technical Documentation draft and complete PL111s, PSSRs as necessary to facilitate the safe reactivation of operating equipment. Prepare and support the tasks to meet the Statement of Fitness requirements for restarting an existing asset or bringing a new asset on line.
  • Attend internal/external meetings with customers in support of operations.
  • SAP maintenance plan review/approval and inclusion in R&I plan.
  • Complete R&I Plan reviews and critical drawing reviews annually, as per the R&I Plan Review Process.
  • Ensure all critical drawings are kept up to date for supported assets.

Support update and maintenance of Asset Master Plan / AMS via budget development process and support of maintenance execution process, including:
  • Complete PDR on applicable Region led projects.
  • Support development of 10 year AMP for non-TIP/JIP/PIP projects.
  • Support the budget development for special maintenance and capital projects in area of coverage including RAM ranking per Budget Development Process.

Provide day-to-day support for Projects within the area of responsibility via:
  • Project Transition. Develop and complete a project transition document to provide preliminary scope, asset, operations and stakeholder information to the project manager.
  • Commissioning Plans / Operational Readiness reviews. Work to ensure startup plans adequately provide the appropriate operational documentation, barriers, and controls.
  • Participation in HAZOPs and applicable HAZIDs.
  • Design reviews with specific focus on critical drawings.
  • Review of R&I plan, HEMP and MOCs.
  • Project engineering and project management for small and medium sized projects within the region.
  • Assist Operations as technical representative at joint interest meetings and in the development of BD opportunities.
  • Participate in Emergency Response as needed to provide technical support for safe isolation, mitigation, and restoration of operations.
  • Participate in and Manage risk items (Risk Track) as assigned to FE identified in HEMP reviews, facility assessments, etc.
  • Personal & Career Development (GPA/IDP) including SOU training.
  • Embed Lean mindset culture via participation in continuous improvement activities and workshops
  • Provide technical support to operations as dictated by maintenance, operational interruptions, 3rd party encroachments, etc.
  • Provide Technical Support regarding DEM2 compliance.
  • Participate in facility/area audits (safety, environmental, operational, measurement, etc) as available and complete engineering related tasks that result from these assessments.
  • Participate in Incident Reporting as directed by the Incident Reporting process.
  • Participate in the completion of RCAs and resulting tasks per the Facility Engineering RCA process (specific to Tank Hi-Hi, 110% MOP Excursion, and LOPC).
