We employ a wide range of professionals, at our mines and processing plants in Thompson, Sudbury, Port Colborne, and Voiseys Bay and Long Harbour.

Vales Newfoundland and Labrador Operations include a mine and concentrator in Voiseys Bay, Labrador and a new hydrometallurgical nickel processing plant in Long Harbour, Newfoundland. Once completed, the Long Harbour facility will process nickel concentrate produced at Voiseys Bay.

Vale has begun detailed engineering on an underground mine at Voiseys Bay. Following Board sanction, construction of the underground mine will begin in late 2015. The underground mine is expected to produce about 40,000 tonnes of nickel per year with significant amounts of copper and cobalt starting around 2019. Concentrate from Voiseys Bay and from other locations outside the province is expected to support the production of finished nickel, copper and cobalt at Long Harbour well into the future.

Our Newfoundland and Labrador Operations is currently seeking a:

CONTRACTS ADMINISTRATOR

The Opportunity:

Responsible for construction and service contracts from pre-qualification, issue of RFP, commercial analysis, negotiation, award , management of changes and commercial closeout.Responsibilities also include developing, in conjunction with the project management team, procurement strategies related to construction and service contracts. This position will align contract processes with the Vale norms to effectively safeguard and control company assets.

This is a 12 month fixed-term position based in Long Harbour.

Accountabilities:

Conduct a pre-qualification process of prospective bidders. Prepare and obtain approval of bidder lists;

Establish and implement project-specific contracting strategies;

Prepare and launch the Requests for Proposals;

Arrange explanation/clarification meetings/visits;

Receive proposals, proceed with the commercial analysis and manage internal and external communication;

Formulate the overall evaluation with the combination of technical and commercial;

Ensure that all contracts are drafted to incorporate contractor obligations to client or transfer of risk as much as possible;

Review contractor exceptions to GTCs with Legal (others) prior to Agreement; maintain GTC issues log;

Ensure contracts meet owner quality, legal, ethical and safety standards, as well as in accordance with the Newfoundland & Labrador IEBA and other Vale obligations;

Attend and lead negotiations with selected proponents before award, and draft the recommendation for contract award;

Process and issue major value and complex contracts;

Ensure compliance of all the Contracts related matters with Corporate, legal, Project Delivery System (PDS), ethics, regulatory, insurance, finance, tax, and Health and Safety (HSE) requirements regarding procurement related issues;

Prepare and issue contract documents for signature with the input from other Project functions;

Conduct contract induction meetings ensuring that all team members are conversant with Owner and Contractor obligations as stipulated in the Contract;

Manage the change management process;

Ensure the assembly and maintenance of contract records for the purpose of administering contracts;

Strictly control modifications to the contracts, negotiating requests for modifications, claims and litigation, if necessary;

Commercial closeout of contract, if any de-commits required;

Issue and close the contracts/purchase order (PO) in the ERP system;

Provide timely and effective communication of issues;

Manage key contractors in the region and develop the business relationship for specific services;

Other duties as required to ensure that the project is completed to the standard required by Vale.

Education:

Bachelors Degree combined with a CPP Designation.

Experience:

8-10 years contracts related experience in a construction project environment.

Experience with entire contract administration cycle of contracts ranging from $20 - 100 million.

Progressive experience working with procurement systems.

Knowledge and Skills:

Good negotiation skills.

Excellent communication and organizational skills.

Strong analytical and troubleshooting skills, with a keen attention to detail.
